2026年度宁波市甬江人才工程(引进类)公告


为加快建设全域高水平创新型城市,聚力推动科技创新和产业创新深度融合,因地制宜发展新质生产力,更大力度吸引天下英才与宁波共成长,现将2026年度甬江人才工程(引进类)(以下简称“甬江人才工程”)公告如下:

一、支持领域

重点引进支持制造业项目、高校院所科研项目、现代服务业和现代农业项目。其中:制造业项目主要支持绿色石化、新能源汽车及高端装备、新材料、人工智能与机器人、新一代信息技术、绿色能源、生命健康、时尚消费品、航空航天与海工装备等领域项目,助力打造一批未来制造、未来信息、未来材料等前瞻性未来产业;高校院所科研项目主要面向宁波高水平大学建设和关键核心技术攻关需求,支持具有较强原始创新能力的人才和团队;现代服务业项目主要支持电子商务、港航物流、金融保险、教育文体、专业服务、规划设计、时尚创意、科技服务等产业;现代农业项目主要支持现代种业、智慧农业与装备、农业绿色发展、农产品加工与质量安全、乡村运营与产业融合等。遴选赛道详见附件1。

鼓励青年人才领衔申报,对具有3年以上海外经历的人才领衔项目、已落地宁波并实际经营的创业项目、已获专业机构投资的创业项目、已获宁波区(县、市)及开发区支持的项目,同等条件下优先支持。

二、项目类别与申报条件

分制造业项目、高校院所科研项目、现代服务业和现代农业项目开展遴选。

(一)制造业项目

仅限依托在甬企业申报,分创业人才、创新人才、青年人才、创业团队、资本引才团队等5个类别。编制在宁波高校院所、工作在宁波企业的“校(院)企双聘”人才,可依托所在企业申报。

1.创业人才项目

(1)申报人一般应取得硕士及以上学历学位,且有3年以上相关从业经历(截至2026年6月15日满3年,下同);年龄一般不超过60周岁(1966年1月1日后出生,下同)。

(2)申报人计划来宁波创业,或来宁波创业(工作)不超过3年(2023年1月1日以后来甬)。

(3)申报人须为企业创始人、法定代表人、第一大股东(不含股权穿透部分,下同)或最大自然人股东,1家企业只能申报1个创业人才项目。

(4)入选后在甬注册企业应为项目的主导运营实体(即非其他企业的子公司或分公司,并承担项目的核心研发、生产运营等职能)。企业注册资金中,申报人(自然人)实际到位的货币出资不少于100万元。

2.创新人才项目

(1)申报人一般应取得博士学历学位且拥有3年以上相关从业经历,年龄一般不超过60周岁。

(2)申报人近2年内来宁波工作或计划来宁波(2024年1月1日以后),依托宁波企业开展创新成果转化或基础研究。入选后须全职在宁波企业连续工作5年以上,项目支持期内不得在宁波市外其他用人单位从事全职工作。

(3)依托企业一般应成立1年以上,财务及运行状况良好,配套支持措施完善,能给予人才必要的科研资金和研发设备,并提供项目产业化所需的各类要素。

(4)依托企业的法定代表人、实际控制人、主要创始人或最大自然人股东均不得申报创新人才项目。

3.青年人才项目

申报人一般应取得博士学历学位,且拥有1年以上相关从业经历(截至2026年6月15日满1年),年龄不超过40周岁(1986年1月1日后出生,下同),其他申报条件与创新人才项目相同。

4.创业团队项目

创业团队应拥有关键核心技术,有望提升宁波产业水平,能引领带动产业发展,产生显著经济和社会效益,且符合以下基本条件:

(1)团队应包括1名带头人和至少4名成员。带头人一般应取得硕士及以上学历学位,且拥有3年以上相关从业经历,年龄一般不超过65周岁(1961年1月1日后出生,下同);成员应取得硕士及以上学历学位,或本科学历学位且拥有3年以上相关从业经历,年龄一般不超过55周岁(1971年1月1日后出生,下同)。

(2)带头人和成员计划来宁波创业,或来宁波创业(工作)不超过3年(2023年1月1日以后);带头人(自然人)须为企业创始人、法定代表人和第一大股东;带头人和成员(自然人)合计持股比例超过50%(含带头人和成员在申报企业中直接持有的在宁波注册成立的持股平台股份),且团队成员持股不少于2名。

(3)入选后在甬注册企业应为项目的主导运营实体(即非其他企业的子公司或分公司,并承担项目的核心研发、生产运营等职能),企业实际到位注册资金中货币出资不少于200万元,带头人(自然人)实际到位的货币出资不少于100万元。支持期内团队中有一半以上人员须在宁波项目企业全职工作。

5.资本引才团队项目

资本引才团队应有较好市场前景,自带技术、项目和资金来宁波发展,且符合以下基本条件:

(1)团队一般应包括1名带头人和至少4名成员;带头人一般应取得硕士及以上学历学位,且拥有3年以上相关从业经历,年龄一般不超过65周岁;成员应取得硕士及以上学历学位,或本科学历学位且拥有3年以上相关从业经历,年龄一般不超过55周岁。

(2)带头人和成员来宁波创业(工作)不超过3年,且已在宁波创办企业(截至2026年6月15日完成工商注册登记手续);带头人(自然人)须为企业创始人、法定代表人和第一大股东;带头人和成员合计持股比例超过40%(含带头人和成员在申报企业中直接持有的在宁波注册成立的持股平台股份),且团队成员持股不少于2名。

(3)企业实际到位注册资金中货币出资不少于500万元;带头人(自然人)实际到位的货币出资不少于100万元;企业已获得民间资本投资(除宁波市各级政府性出资部分、团队自有资金出资、带头人直系亲属和配偶出资外)且实际到位出资不少于300万元(含资本公积),并于申报截止日前3个月到账(应于2026年3月15日前到账)。

(4)在甬注册企业应为项目的主导运营实体(即非其他企业的子公司或分公司,并承担项目的核心研发、生产运营等职能),支持期内团队中有一半以上人员须在宁波项目企业全职工作。

(二)高校院所科研项目

主要依托在甬高校、科研院所(含产业技术研究院、医疗卫生单位<含民营医疗机构>)申报,分创新人才、青年人才、创新团队等3个类别。申报人的研究方向一般应与单位重点建设学科专业或发展方向相契合,具有较强的原始创新能力。

1.创新人才项目

申报条件与制造业创新人才项目相同。

2.青年人才项目

申报条件与制造业青年人才项目相同。

3.创新团队项目

创新团队应拥有显著创新业绩或较大创新潜力,且符合以下基本条件:

(1)团队应包括1名带头人和至少4名成员。带头人一般应取得博士学历学位,且拥有3年以上相关全职从业经历,年龄一般不超过55周岁;成员应取得博士学历学位,或硕士及以上学历学位且拥有3年以上相关全职从业经历,年龄一般不超过45周岁(1981年1月1日后出生,下同)。

(2)带头人和成员计划来宁波工作,或来宁波工作不超过2年(2024年1月1日以后),入选后带头人及成员须全职在宁波项目依托单位连续工作5年以上,项目支持期内不得在宁波市外其他用人单位从事全职工作。

(3)依托单位一般应成立1年以上,财务及运行状况良好,配套支持措施完善,能给予团队必要的科研资金和设备,并提供项目产业化所需的各类要素。

(4)依托单位的法定代表人、实际控制人、主要创始人或最大自然人股东均不得作为带头人或成员申报创新团队项目。

(三)现代服务业和现代农业项目

主要依托在甬企业申报(教育人才可依托中小学、中职学校申报),分创业人才、创新人才、青年人才、创业团队、创新团队等5个类别。

1.创业人才项目

企业实际到位注册资金中创业人才货币出资不少于50万元。其他申报条件与制造业创业人才项目相同。

2.创新人才项目

申报人一般应取得硕士学历学位,且拥有3年以上相关从业经历。其他申报条件与制造业创新人才项目相同。

3青年人才项目

申报人一般应取得硕士及以上学历学位,且拥有1年以上相关从业经历,年龄不超过40周岁。其他申报条件与制造业青年人才项目相同。

4.创业团队项目

入选后在甬注册企业应为项目的主导运营实体(即非其他企业的子公司或分公司,并承担项目的核心研发、生产运营等职能),企业实际到位注册资金中货币出资不少于100万元,带头人(自然人)实际到位的货币出资不少于50万元。其他申报条件与制造业创业团队项目相同。

5.创新团队项目

带头人一般应取得硕士学历学位,且拥有3年以上相关全职从业经历;成员一般应取得硕士学历学位,或本科学历学位且拥有3年以上相关全职从业经历。其他条件与申报高校院所科研项目的创新团队相同。

三、破格规定

特别优秀、急需紧缺的人才或团队,符合相关条件的(详见附件2),可视情在年龄、学历等条件破格一项。申报人须系统提交破格申请,阐明破格理由。

四、申报遴选程序

申报遴选工作由市委组织部(市委人才办)会同市经信局、市教育局、市科技局、市人力社保局、市投资促进局以及相关行业主管部门共同组织实施。具体为:

(一)申报受理。即日起至2026年6月15日,符合条件的申报对象登录申报系统(http://rcgc.nbrc.com.cn),按要求填写申报表格、上传相关附件材料。

申报分部门进行受理:制造业项目中,资本引才团队项目由市投资促进局受理,其他项目由市经信局受理;高校科研项目由市教育局受理,院所科研项目(含产业技术研究院、医疗卫生单位<含民营医疗机构>)由市科技局受理;现代服务业和现代农业项目由市人力社保局会同各领域行业主管部门受理。

(二)资格审查。2026年6月至7月,申报项目采用分级分层方式,由相关单位开展资格审查;资本引才团队项目由市投资促进局委托第三方机构开展项目合规性尽职调查。

(三)项目遴选。2026年7月至9月,项目遴选采取集中评审与直接认定相结合的方式进行。其中:集中评审采取书面、答辩或现场走访等形式进行评审;团队项目一般采取两轮评审,符合相关条件的团队项目可申请直接进入终轮评审(详见申报系统“直接进入终评”模块)。直接认定包括标准化认定、专家举荐、自主认定等形式(详见申报系统“直接认定”模块)。

(四)审定发文。根据遴选推荐意见和相关审查结果,按相关程序审定发文。

五、政策支持

甬江人才工程项目支持期一般为5年。资本引才团队项目的支持期自入选之日起算,其他项目的支持期自申领首期经费起算。

(一)制造业项目

支持期内,对入选的创业人才、创新人才给予最高100万元项目资助,对青年人才给予最高50万元项目资助,经费按1:1比例分两期拨付;对入选的创业团队按四个层次分别给予最高2000万元、1000万元、500万元、300万元项目资助,经费按4:3:3比例分三期拨付。

对入选的资本引才团队按申报时到位民间资本货币投资的30%(向下取整到十万位),给予最高2000万元项目投拨联动支持。资助经费按一定比例分为项目投资款、项目补助经费两部分,其中项目补助经费按4:3:3比例分三期拨付。

(二)高校院所科研项目

支持期内,对入选的创新人才给予最高100万元项目资助,对青年人才给予最高50万元项目资助,经费按1:1比例分两期拨付;对入选的创新团队按四个层次分别给予最高2000万元、1000万元、500万元、300万元项目资助,经费按4:3:3比例分三期拨付。

(三)现代服务业和现代农业项目

支持期内,对入选的创新人才、创业人才、青年人才给予最高50万元项目资助,经费按1:1比例分两期拨付;对入选的创业团队、创新团队按四个层次分别给予最高500万元、300万元、100万元、60万元项目资助,经费按4:3:3比例分三期拨付。

六、其他事项

(一)申报人(含成员)只能依托一家用人单位申报同一类项目,不得多头申报,自2026年起累计申报不得超过3次。

(二)申报人应慎重选择项目遴选赛道,如申报项目与所选赛道不符,将按照审核不通过处理。

(三)申报人应理性填写项目阶段任务目标。项目资助经费拨付进度将与阶段任务目标完成情况以及企业自身投入挂钩。

(四)入选团队在项目立项前,原则上不得变更团队成员。

(五)以下人员不得申报甬江人才工程:

1.公务员、参照《公务员法》管理人员及国企、高校、科研院所主要领导;

2.国家、浙江省人才计划入选者(除申报团队项目外);

3.宁波市顶尖人才科技项目入选者;

4.宁波市青年科技创新领军人才项目入选者;

5.甬江人才工程(含引进类和培养类)、“3315系列计划”入选者及团队成员;

6.通过市本级“一事一议”直接引进的相关人才和团队;

7.未履行且未妥善处理原协议的公派留学人员、高级访问学者、博士后国际交流计划派出人员、由各级财政支持出国的其他人员,或存在违纪违法、学术不端等行为的人员。

(六)申报人(包括团队带头人和成员)应在申报系统中对相关内容谨慎作出承诺,如不能按要求履行的,视作自动放弃入选资格。

(七)申报人填报的信息如有虚假,将取消参评资格并列入失信名单,今后不得申报甬江人才工程;已入选的,一律取消入选资格;构成违法的,依法追究相关人员法律责任。

(八)报送的申报材料中不得涉及国家秘密。

(九)本公告未经授权不得随意编辑,违者将追究法律责任。

(十)甬江人才工程项目申报从未授权任何中介机构开展申报辅导,请加强甄别,谨防诈骗。

Announcement of the 2026 Ningbo Yongjiang

Talent Programme (Talent Introduction)


To accelerate Ningbo’s development into a city of high-level innovation across all domains, advance the deep integration of technological and industrial innovation, foster new quality productive forces in light of local conditions, and attract outstanding talents from around the world to grow together with Ningbo, the 2026 Ningbo Yongjiang Talent Programme (Talent Introduction) (hereinafter referred to as the “Programme”) is hereby announced as follows:

I. Priority Sectors

The Programme is designed to attract and support projects in four priority areas: Manufacturing, University/Research Institution R&D, Modern Services, and Modern Agriculture. Specifically:

· Manufacturing prioritizes sectors including green petrochemicals, new energy vehicles and high-end equipment, new materials, artificial intelligence and robotics, next-generation information technology, green energy, life and health sciences, fashion consumer goods, and aerospace and marine engineering equipment, with a view to fostering forward-looking future industries such as future manufacturing, future information, and future materials.

· University/Research Institution R&D is designed to support the development of high-level universities in Ningbo and to facilitate breakthroughs in key core technologies, with a focus on attracting talents and teams with strong capabilities in original innovation.

· Modern Services prioritizes sectors such as e-commerce, port and shipping logistics, financial services and insurance, education, culture and sports, professional services, planning and design, fashion and creativity, and S&T services.

· Modern Agriculture targets sectors including modern seed industry, smart agriculture and equipment, green agricultural development, agricultural product processing and quality safety, and rural operations and industrial integration.

The Programme encourages young talents to apply as project leaders. Under otherwise equal conditions, priority will be accorded to:

· projects led by talents with more than three years of overseas experience;

· entrepreneurial projects already established and substantively operating in Ningbo;

· entrepreneurial projects that have secured investment from professional institutions; and

· projects that have received funding from Ningbo’s districts (counties/county-level cities) or development zones.

II. Categories and Eligibility Requirements

Applications will be accepted and evaluated under four categories: Manufacturing, University/Research Institution R&D, Modern Services, and Modern Agriculture.

1. Manufacturing

Applications shall be submitted through Ningbo-based enterprises and will be categorized into five tracks: Entrepreneurial Talents, Innovative Talents, Young Talents, Entrepreneurial Teams, and Capital-backed Talent Teams.

Individuals holding dual appointments—formally affiliated with a university/research institution in Ningbo while concurrently employed by a Ningbo-based enterprise—may apply through the host enterprise.

1.1 Entrepreneurial Talents

(1) The applicant shall, as a rule, hold a master’s degree or higher, possess at least three years of relevant work experience (completed on or before June 15, 2026, hereinafter the same), and be no older than 60 years of age (born on or after January 1, 1966, hereinafter the same).

(2) The applicant shall plan to establish a business in Ningbo, or have commenced entrepreneurship (or employment) in Ningbo for no more than 3 years (on or after January 1, 2023).

(3) The applicant shall be the founder, legal representative, and largest shareholder (excluding shares identified through equity penetration, hereinafter the same) or the largest natural-person shareholder of the enterprise. Each enterprise may submit only one application under the tracks for “Entrepreneurial Talents”.

(4) Upon selection, the enterprise registered in Ningbo shall serve as the principal operating entity for the project (i.e., neither a subsidiary nor a branch of another enterprise, and shall assume the project’s core R&D, production, and operational functions). The enterprise’s registered capital shall include a paid-in cash contribution of no less than RMB 1 million from the applicant (natural person).

1.2 Innovative Talents

(1) The applicant shall, as a rule, hold a doctoral degree, possess at least three years of relevant work experience, and be no older than 60 years of age.

(2) The applicant shall have commenced work in Ningbo within the past two years (on or after January 1, 2024) or intend to do so, with a view to conducting innovation commercialization or basic research through a Ningbo-based enterprise. Upon selection, the applicant shall remain in full-time employment with the host enterprise for no less than five consecutive years, and shall not hold full-time employment outside Ningbo during the funding period.

(3) The host enterprise shall, as a rule, have been established for at least one year, maintain sound financial and operational standing, and provide essential research funding, R&D facilities, and all requisite resources for project industrialization.

(4) The legal representative, actual controller, principal founder, or largest natural-person shareholder of the host enterprise shall not be eligible to apply under the tracks for “Innovative Talents”.

1.3 Young Talents

The applicant shall, as a rule, hold a doctoral degree, possess at least one year of relevant work experience (completed on or before June 15, 2026), and be no older than 40 years of age (born on or after January 1, 1986, hereinafter the same). Other requirements are consistent with those specified in “1.2 Innovative Talents”.

1.4 Entrepreneurial Teams

Entrepreneurial teams shall possess key core technologies, demonstrate the potential to enhance Ningbo’s industrial competitiveness, spearhead industry development, generate notable economic and social benefits, and meet the following requirements:

(1) The team shall consist of one leader and at least four members. The team leader shall, as a rule, hold a master’s degree or higher, possess more than three years of relevant experience, and be no older than 65 years of age (born on or after January 1, 1961, hereinafter the same). Team members shall hold a master’s degree or higher, or a bachelor’s degree with more than three years of relevant work experience, and be no older than 55 years of age (born on or after January 1, 1971, hereinafter the same).

(2) The team leader and members shall intend to establish a business in Ningbo or have commenced entrepreneurship (or employment) in Ningbo for no more than three years (on or after January 1, 2023). The team leader (natural person) shall be the founder, legal representative, and largest shareholder of the enterprise. The team leader and members (natural persons) shall collectively hold more than 50% of the enterprise’s shares (including shares directly held through Ningbo-registered holding platforms), with no fewer than two members holding shares.

(3) Upon selection, the enterprise registered in Ningbo shall serve as the principal operating entity for the project (i.e., neither a subsidiary nor a branch of another enterprise, and shall assume the project’s core R&D, production, and operational functions). The enterprise shall have no less than RMB 2 million in paid-in registered capital, fully in cash, with no less than RMB 1 million contributed in cash by the team leader (natural person). During the funding period, more than half of the team members shall remain in full-time employment with the Ningbo-based project enterprise.

1.5 Capital-backed Talent Teams

Capital-backed Talent Teams shall possess strong market potential, bring their own technology, projects, and capital to Ningbo for development, and meet the following requirements:

(1) The team shall consist of one leader and at least four members. The team leader shall, as a rule, hold a master’s degree or higher, possess at least three years of relevant work experience, and be no older than 65 years of age. Team members shall hold a master’s degree or higher, or a bachelor’s degree with at least three years of relevant work experience, and be no older than 55 years of age.

(2) The team leader and members shall have commenced entrepreneurship (or employment) in Ningbo for no more than three years and shall have established an enterprise in Ningbo (with business registration completed on or before June 15, 2026). The team leader shall be the founder, legal representative, and largest shareholder of the enterprise. The team leader and members (natural persons) shall collectively hold more than 40% of the enterprise’s shares (including shares directly held through Ningbo-registered holding platforms), with no fewer than two members holding shares.

(3) The enterprise shall have no less than RMB 5 million in paid-in registered capital, fully in cash, with no less than RMB 1 million contributed in cash by the team leader (natural person). In addition, the enterprise shall have secured no less than RMB 3 million (including capital reserves) in private investment, excluding any funding from Ningbo government sources at any level, the team’s own capital, or from the team leader’s immediate family or spouse. Such investment shall be received no later than three months before the application deadline (on or before March 15, 2026).

(4) The enterprise registered in Ningbo shall serve as the principal operating entity for the project (i.e., neither a subsidiary nor a branch of another enterprise, and shall assume the project’s core R&D, production, and operational functions). During the funding period, more than half of the team members shall remain in full-time employment with the Ningbo-based project enterprise.

2. University/Research Institution R&D

Applications shall be submitted through Ningbo-based universities or research institutions (including industrial technology research institutes and healthcare institutions—whether public or private), and will be categorized into three tracks: Innovative Talents, Young Talents, and Innovative Teams. The applicant’s research direction shall, in principle, align with the host institution’s priority disciplines or strategic areas of development, and shall demonstrate strong capabilities in original innovation.

2.1 Innovative Talents

Requirements are consistent with those specified in “1.2 Innovative Talents”.

2.2 Young Talents

Requirements are consistent with those specified in “1.3 Young Talents”.

2.3 Innovative Teams

Innovative teams shall possess outstanding achievements or great potential in innovation, and meet the following requirements:

(1) The team shall consist of one leader and at least four members. The team leader shall, as a rule, hold a doctoral degree, possess at least three years of relevant full-time work experience, and be no older than 55 years of age. Team members shall hold a doctoral degree, or a master’s degree or higher with at least three years of relevant full-time work experience, and be no older than 45 years of age (born on or after January 1, 1981, hereinafter the same).

(2) The team leader and members shall intend to work in Ningbo, or have commenced employment in Ningbo for no more than two years (on or after January 1, 2024). Upon selection, the team leader and members shall remain in full-time employment with the Ningbo-based host institution for no less than five consecutive years, and shall not hold full-time employment outside Ningbo during the funding period.

(3) The host enterprise shall, as a rule, have been established for at least one year, maintain sound financial and operational standing, and provide essential research funding, R&D facilities, and all requisite resources for project industrialization.

(4) The legal representative, actual controller, principal founder, or largest natural-person shareholder of the host institution shall not serve as the leader or a member of an applicant team under the tracks for “Innovative Teams”.

3. Modern Services and Modern Agriculture

Applications shall be submitted through Ningbo-based enterprises (with the exception that education talents may apply through primary/secondary schools or secondary vocational schools), and will be categorized into five sub-projects: Entrepreneurial Talents, Innovative Talents, Young Talents, Entrepreneurial Teams, and Innovative Teams.

3.1 Entrepreneurial Talents

The enterprise’s registered capital shall include a paid-in cash contribution of no less than RMB 0.5 million from the applicant (natural person). Other requirements are consistent with those specified in “1.1 Entrepreneurial Talents”.

3.2 Innovative Talents

Applicants shall, as a rule, hold a master’s degree or higher, with at least three years of relevant work experience. Other requirements are consistent with those specified in “1.2 Innovative Talents”.

3.3 Young Talents

Applicants shall, as a rule, hold a master’s degree or higher, possess at least one year of relevant work experience, and be no older than 40 years of age. Other requirements are consistent with those specified in “1.3 Young Talents”.

3.4 Entrepreneurial Teams

Upon selection, the enterprise registered in Ningbo shall serve as the principal operating entity for the project (i.e., neither a subsidiary nor a branch of another enterprise, and shall assume the project’s core R&D, production, and operational functions). The enterprise shall have no less than RMB 1 million in paid-in registered capital, fully in cash, with no less than RMB 0.5 million contributed in cash by the team leader (natural person). Other requirements are consistent with those specified in “1.4 Entrepreneurial Teams”.

3.5 Innovative Teams

The team leader shall, as a rule, hold a master’s degree, with more than three years of relevant full-time work experience. Team members shall, as a rule, hold a master’s degree, or a bachelor’s degree with more than three years of relevant full-time work experience. Other requirements are consistent with those specified in the “2.3 Innovative Teams”.

III. Special Provisions for Exceptional Cases

Exceptionally outstanding or urgently needed talents or teams that meet the relevant requirements may, upon review and approval, be granted a waiver of one requirement (e.g., age, academic qualification). Applicants seeking such a waiver shall submit a formal request through the application system, clearly stating the justification therefor.

IV. Application and Evaluation Procedures

The application and evaluation process will be jointly organized by the Organization Department (Talent Office) of the CPC Ningbo Municipal Committee, Ningbo Municipal Economic and Information Technology Bureau, Ningbo Education Bureau, Ningbo Science and Technology Bureau, Ningbo Municipal Bureau of Human Resources and Social Security, Ningbo Investment Promotion Bureau, and relevant industry authorities. The procedures are as follows:

(I) Application Acceptance:From the date of announcement until June 15, 2026, eligible applicants may log in to the application system (http://rcgc.nbrc.com.cn), fill out the application forms, and upload the required supporting documents as instructed.

Applications will be accepted by different authorities, as determined by project track:

• For “1. Manufacturing”: applications under “1.5 Capital-backed Talent Teams” will be handled by the Ningbo Investment Promotion Bureau; applications under all other tracks will be submitted to the Ningbo Municipal Economic and Information Technology Bureau.

• For “2. University/Research Institution R&D”: university R&D applications will be submitted to the Ningbo Education Bureau, while research institution R&D applications (including industrial technology research institutes and healthcare institutions—whether public or private) will be evaluated by the Ningbo Science and Technology Bureau.

• For “3. Modern Services and Modern Agriculture”: applications will be handled by the Ningbo Municipal Bureau of Human Resources and Social Security in coordination with relevant industry authorities.

(II) Eligibility Review: From June to July 2026, applications will undergo a tiered eligibility review conducted by the competent authorities. Applications under “1.5 Capital-backed Talent Teams” will be subject to additional compliance due diligence carried out by a third-party institution commissioned by the Ningbo Investment Promotion Bureau.

(III) Project Evaluation: From July to September 2026, project evaluation will be conducted through a combination of centralized assessment and direct recognition. Centralized assessment may take the form of document review, oral defense, or on-site inspection. Team projects will generally undergo two rounds of evaluation; eligible team projects may apply for direct entry into the final round of evaluation (see the “Direct Entry to Final Evaluation” module in the application system). Direct recognition includes criteria-based recognition (for applicants meeting predefined eligibility criteria), expert recommendation(for applicants endorsed by recognized experts), and recognition by the host organization (for applicants directly nominated by their employing institution). (See the “Direct Recognition” module in the application system.)

(IV) Approval and Issuance: Based on the evaluation recommendations and relevant review results, final approval and official issuance will be effected in accordance with the prescribed procedures.

V. Policy Support

The funding period of the Yongjiang Talent Programme is generally five years. For “1.5 Capital-backed Talent Teams”, the funding period commences on the date of selection; for all other tracks, the funding period commences on the date of disbursement of the first tranche of funding.

(I) Manufacturing

During the funding period:

• Selected Entrepreneurial Talents and Innovative Talents may receive project funding of up to RMB 1 million, disbursed in two installments at a 1:1 ratio.

• Selected Young Talents may receive project funding of up to RMB 0.5 million, disbursed in two installments at a 1:1 ratio.

• Selected Entrepreneurial Teams will receive project funding at four tiers, with a maximum of RMB 20 million, RMB 10 million, RMB 5 million, or RMB 3 million respectively, disbursed in three installments at a 4:3:3 ratio.

Selected Capital-backed Talent Teams will receive performance-linked funding equivalent to 30% of the paid-in private capital investment at the time of application (rounded down to the nearest RMB 100,000), up to a maximum of RMB 20 million. The total funding will be allocated between project investment and project grant at a prescribed ratio, with the grant portion disbursed in three installments at a 4:3:3 ratio.

(II) University/Research Institution R&D

During the funding period:

• Selected Innovative Talents may receive project funding of up to RMB 1 million each, disbursed in two installments at a 1:1 ratio.

• Selected Young Talents may receive project funding of up to RMB 0.5 million each, disbursed in two installments at a 1:1 ratio.

• Selected Innovative Teams will receive project funding at four tiers, with a maximum of RMB 20 million, RMB 10 million, RMB 5 million, or RMB 3 million respectively, disbursed in three installments at a 4:3:3 ratio.

(III) Modern Services and Modern Agriculture

During the funding period:

• Selected Innovative Talents, Entrepreneurial Talents, and Young Talents may receive project funding of up to RMB 0.5 million each, disbursed in two installments at a 1:1 ratio.

• Selected Entrepreneurial Teams and Innovative Teams will receive project funding at four tiers, with a maximum of RMB 5 million, RMB 3 million, RMB 1 million, or RMB 0.6 million respectively, disbursed in three installments at a 4:3:3 ratio.

VI. Miscellaneous Provisions

(I) An applicant (including team members) may apply for the same project track through only one host organization and shall not submit multiple applications. Effective from 2026, the cumulative number of applications submitted by an individual shall not exceed three.

(II) Applicants shall carefully select the appropriate project track. If the submitted project does not correspond to the selected track, the application will be deemed ineligible upon review.

(III) Applicants shall set achievable phased objectives for the project. The disbursement of project funding will be contingent on the achievement of such objectives and the enterprise’s own financial contribution.

(IV) Selected teams shall, in principle, make no changes to their membership prior to project approval.

(V) The following individuals are not eligible to apply for the Yongjiang Talent Programme:

1. Civil servants, personnel governed by the Civil Servant Law, and principal leaders of state-owned enterprises, universities, and research institutions;

2. Individuals selected under national or Zhejiang Provincial talent programmes (except when applying for team projects);

3. Individuals selected under the Ningbo Top Talents in Science and Technology Project;

4. Individuals selected under the Ningbo Young Leading Talents in S&T Innovation Project;

5. Individuals or team members previously selected under the Yongjiang Talent Programme (including both Talent Introduction and Talent Cultivation tracks) or the “3315 Talent Plan”;

6. Talents or teams directly introduced through ad-hoc deliberation by municipal authorities;

7. Individuals who have failed to fulfill or properly settle prior agreements related to government-sponsored overseas study, senior visiting scholar programs, postdoctoral international exchange programs, or other overseas programs funded by public finance at any level; and individuals involved in disciplinary or legal violations, or academic misconduct.

(VI) Applicants (including team leaders and members) shall make solemn commitments on the relevant matters in the application system. Failure to honour such commitments will result in automatic forfeiture of eligibility.

(VII) Submission of false information will result in disqualification, inclusion in a credit misconduct registry, and permanent ineligibility for the Yongjiang Talent Programme. For those already selected, approval will be revoked. In cases of legal violations, the responsible individuals will be held accountable in accordance with applicable laws.

(VIII) Application materials must not contain any state secrets.

(IX) Unauthorized modification of this Announcement is prohibited. Violators will be subject to legal liability.

(X) No intermediary organizations have been authorized to provide application guidance for the Yongjiang Talent Programme. Applicants are advised to exercise caution and guard against fraud.
